The Netherlands is one of the very few countries that treats drinking water without chlorine. The network is so tightly managed that disinfection is not needed.
That is why Dutch tap water has no smell and no aftertaste.
Asking for it
Restaurants will bring a carafe if you ask, though many charge a small amount. It is not rude to ask, and not rude of them to charge.
Kraanwater
The everyday word. Bottled water is flesje water, and asking for it in a cafe will get you a bottle, not a glass.
