Anyone putting a pizza oven into a block of flats runs into a national odour standard, and in 2016 the highest administrative court applied it firmly. In a case about a pizzeria on the ground floor of a residential complex in Deventer the operator had a choice: take the extraction at least two metres above the highest roofline of the surrounding buildings, or install an effective de-odourising unit.
He did neither, and the order backed by a 50,000 euro penalty stood. The measurements were revealing: 307 odour units per cubic metre after the unit, and a year later 387, while odour is already felt as a nuisance from around 15.
The case was not here, but the standard is national, and in an inner city built as densely as this one that counts double.
